Yes,there's no doubt at all that there'll be a SEQUEL. First of 'SEE YOU NEXT LEVEL'gives us the reason;then,as we all know that Yuri on ice is one of the most popular and successful anime,so the creators are not going to waste this oppurtunity for money.But all we know for now is that there'll be a SEQUEL;hopefully,there'll be a season,too.
There are no current plans for a season 2. There is a movie in production, but we have no date for when it might be released, the only information we have is that back in November they were working on composing the music for it

honestly i think it's totally possible, but i don't think it will happen in 2018 or even in 2019. we should be getting a movie sometime this year, but there's no set date and anime movies tend to take a while to produce. i'd still hold out for it though. i feel like it'll be similar to the Incredibles scenario: it's coming but it will take a long time.

But... I really hope theirs a second season! I love how they interact and get along, and I would love to see what happens when Yuuri wins a gold. Although, this might lead Yuuri to a early retirement.. But lets stay optimistic! Possible things that could happen:

It is completly up to the creators.. But, they could also listen to us, and make another season. Or more season if possible.. But it would take so so long for them to make..

If they are planing to do it of the 2018 winter Olympics, I believe it already passed..? It would also take hours, weeks or months to get music for an hour long skating anime movie. Also, coriographing all the skaters, having the possibility of introducing new charactes. Along with getting the same voice actors and new ones.
But acording to this article:
"Creator Sayo Yamamoto had this to say about the next step in Yuri's story: I truly feel like the story of ‘Yuri!!! on ICE’ was able to be summed up over the course of it’s 12 episodes, but I’d be lying if I said that it was over. [Laughs] ... We can’t stop, we won’t stop, we refuse to stop!"

They never said they planned to do it for the Winter Olympics, in fact they said it wouldn't be released before the end of the skating season (that's the end of this month). We might get information from Anime Japan, which will take place also at the end of this month, but it's only a vague possibility. If nothing comes up then, it's unlikely the movie will be released before 2019
